Vibrant rural areas: Employment, growth and equality in practice

Rural areas are about much more than farming. They are places where people live, work, start businesses and build communities. That is why promoting employment, growth and equality in rural areas is one of the key objectives of the Common Agricultural Policy (CAP). Across Europe, EU-funded projects are putting this objective into practice, from supporting women and underrepresented groups to using better data and developing smart solutions for rural communities. 

Women at the heart of rural innovation 

SWIFT – “Supporting women-led innovation in farming and rural territories” – works to make rural communities more sustainable and inclusive, with a particular focus on women, LGBTIQ+ people and other groups facing multiple forms of inequality in agriculture. The project identifies barriers to equal participation and develops tools to help bring equality more strongly into rural and agricultural policies. In doing so, SWIFT contributes to several CAP objectives, including viable farm income, a stronger position for farmers in the value chain, climate action, biodiversity protection, generational renewal, and employment and growth in rural areas. It also promotes vibrant rural communities, knowledge and innovation. 

Better data for better rural policies 

Every rural area is different, and effective policies need to reflect those differences. GRANULAR – “Giving rural actors novel data and reusable tools to lead public action in rural areas” – develops data, indicators and tools that help local communities and policymakers better understand the realities of rural areas. By looking at issues such as resilience, quality of life and the attractiveness of rural communities, the project supports policies that respond more closely to local needs. GRANULAR contributes to several CAP objectives, including viable farm income, farmers’ position in the value chain, climate action, environmental protection, biodiversity, vibrant rural areas, and knowledge and innovation. 

Smart solutions led by local communities 

SMART ERA – “Smart community-led transition for Europe’s rural areas” – focuses on challenges that directly affect everyday life in rural communities, including young people moving away, ageing populations, limited job opportunities and access to essential services. Rather than developing solutions for rural communities, the project involves local people directly in designing and testing them, combining technology with social innovation. It contributes to CAP objectives related to competitiveness, climate action, generational renewal, employment and growth, while also supporting vibrant rural communities, knowledge and innovation. 

Together, these projects show that rural development goes far beyond agricultural production. It is also about creating opportunities, improving access to services, promoting equality and giving local communities a stronger voice in shaping their future. Through research, innovation and cooperation, EU-funded projects are helping rural areas become more vibrant, resilient and inclusive.
