How the CAP Supports Innovation

Knowledge, research and innovation are essential for the future of agriculture. Yet in practice, many farmers face difficulties in adopting new technologies and innovative approaches in their daily work.

A major barrier is cost. Innovations such as digital tools, precision farming technologies, and modern equipment often require significant investment. This is particularly challenging for small and medium-sized farms, as well as for young farmers who may lack access to sufficient financial resources.

This is where the CAP 2023–2027 plays a key role. Beyond income support, the CAP provides targeted funding to promote innovation, mainly through National Strategic Plans developed by each EU Member State.

These plans determine how EU funds are allocated based on national priorities and needs. A large share of funding for innovation, training, and cooperation comes from the European Agricultural Fund for Rural Development, the second pillar of the CAP dedicated to rural development. In essence, these plans translate EU policy into concrete opportunities for farmers on the ground.

The European Union does not directly select projects. Instead, funding opportunities are announced by national or regional authorities. Farmers, businesses, and organisations must follow these calls and submit applications within their respective countries.

Although systems vary across Member States, they all aim to support innovation and modernisation in agriculture.

What support is available?

Through CAP Strategic Plans, farmers can benefit from a wide range of opportunities, including financial support for digital equipment, participation in innovation projects such as Operational Groups, training in digital and technical skills, and cooperation initiatives that bring together different actors across the agri-food chain.

As agriculture moves towards a more digital, sustainable, and competitive model, access to funding becomes increasingly important. By supporting investment, collaboration, and knowledge transfer, the CAP enables farmers to adopt innovative solutions and respond effectively to new challenges.

In this way, the CAP is not only supporting current farming activities—it is actively shaping the future of European agriculture.
