Gianluca Misuraca Portrait

Gianluca Misuraca is an international policy advisor on Digital Governance, Technology-Diplomacy, Strategic Foresight and Social Innovation. Among his main assignments, he is currently leading the European Commission’s Service for Foreign Policy Instruments (FPI) funded facility support project for establishing an “International alliance for a human-centric approach to Artificial Intelligence” (IA-AI).

Gianluca is also a Senior Research Associate at the Department of Design of Politecnico di Milano and a Research Fellow at the Department of eGovernance and Administration of Danube University Krems. In addition, he is a Special Advisor and Member of the Task Force on Democracy in the Digital Age of Re-Imagine Europa (RIE) and a Senior Advisor at the Centre for the Digital Economy in Rome, Italy.

Gianluca has over 20 years of professional experience at global level, having held positions as policy advisor for different International Organisations, cooperation agencies and consulting firms in the field of public sector reform and regional development. As a former Senior Scientist at the European Commission’s Joint Research Centre in Seville, from 2009 to 2020, he coordinated research in the area of Digital Governance and Social Innovation, leading policy support in the field of Digital Government Transformation, and acting as AI Watch Task Leader on Artificial Intelligence for the Public Sector.

His background is economics and business administration, with focus on the interface between ICTs and public sector innovation. He holds a Diploma of Specialisation in High Level Studies in EU Economics and Law, a postgraduate diploma in Security Management, an Executive Master in eGovernance and a Ph. D in Management of Technology from the Ecole Polytechnique Fédérale de Lausanne (EPFL), where he was also the Managing Director of the Executive Master in eGovernance, in cooperation with recognised universities and policy institutions in Europe, Asia and North America.
