Narrative Dynamics in Food Fortification: Perceptions of LSFF and BMC
Large-scale food fortification (LSFF) remains one of the most effective ways to tackle micronutrient deficiencies. Basic Methacrylate Copolymer (BMC) could strengthen it further by improving how nutrients such as vitamin A are stabilised and delivered. Industry uptake, however, has been slower than expected.
This report suggests the reasons lie as much in narratives as in science or regulation. Using Re-Imagine Europa’s REFRAME methodology and conversations with stakeholders, it looks at how public health actors and industry frame fortification in very different terms, and at four communities that shape the wider debate, from those who want food to stay “natural” to those who see fortification as a form of outside control. It also considers how Europe’s growing focus on resilience and competitiveness is changing which arguments resonate with policymakers.
The report closes with recommendations for communicating about fortification in ways that build trust across these divides.
