White Paper — Rethinking Global Health Research & Innovation: A European Strategy for FP10

As the European Union negotiates its next long-term budget and the Tenth Framework Programme for Research and Innovation, this White Paper makes the case for recognising global health research and innovation as one of Europe’s strategic investments rather than a specialised area of health policy or an extension of development cooperation. Drawing on Re-Imagine Europa’s policy landscape analysis and stakeholder consultations conducted across 2025 and 2026, it examines how investment in this field contributes simultaneously to scientific excellence, competitiveness, preparedness and international partnership, and sets out four complementary recommendations for organising Global Health R&I within FP10: a strategic governance framework, an integrated European health innovation ecosystem, a flagship mission on women’s health and precision prevention, and a partnership model built on co-investment and mutual benefit. It is intended for policymakers, research institutions, industry and international partners engaged in shaping Europe’s research agenda for the decade ahead.
